Competence, Work Environment, and Employee Performance: The Mediating Role of Organizational Commitment in a Public Revenue Agency

This study examines the effect of competence and work environment on organizational commitment and its implications for employee performance at the Regional Revenue Agency of West Java Province. A quantitative approach was applied using descriptive and verificative methods. Data were collected through questionnaires distributed to 66 employees in the Secretariat, Administration Subdivision, and Revenue Planning and Development Division. Since the population was relatively small, the study used saturated sampling. The data were analyzed through descriptive statistics and path analysis with SPSS. The findings indicate that competence and work environment have positive and significant effects on organizational commitment, with the work environment showing a stronger effect than competence. Organizational commitment also has a strong positive effect on employee performance, explaining 67.7% of its variance. These results suggest that employee performance in public organizations is shaped not only by individual capability but also by supportive workplace conditions and employees’ psychological attachment to the organization. The study concludes that improving public-sector employee performance requires an integrated effort to strengthen competence, improve the work environment, and foster organizational commitment.
