Otonomi daerah merupakan kewenangan daerah otonom untuk mengatur dan mengurus kepentingan masyarakat setempat menurut prakarsa sendiri berdasarkan aspirasi masyarakat sesuai dengan peraturan perundang-undangan. Sebagai respon atas tuntutan reformasi pemerintah dengan cukup cepat telah melakukan perubahan yang cukup mendasar atas berbagai Undang-Undang dalam bidang politik dari yang berwatak sentralistis-otoritarian ke otonomi-demokratis. Metode penelitan yang digunakan dalam penelitian ini menggunakan metode penelitian kualitatif Hasil penelitian ini menunjukkan bahwa penyusunan agenda kebijakan otonomi daerah pada mulanya sebagai semangat reformasi. Tetapi pada akhirnya, otonomi daerah ini menjadi bad policy (kebijakan yang buruk).
